Town of Auburn Conservation Commission July 13, 2010
Present: Ann Ganon, Alan Villeneuve, Chuck Joy, Jeff Porter, Stephanie Hanson, Nathan Chamberlain (Eric Mitchell assoc.), Jean Gagnon (developer), Mark Ampuja (Representative for Village of Lake Forest), Peter Madison (Grape Vine Property)
After introductions, meeting was called to order at 7:10pm
Lover Lane Restoration Plan
NC - distributed plan and pictures CJ - noted that cut trees fell into the buffer and are leading to the destruction of that area AV - concerned that felled trees in buffer are inhibiting the growth of replacement vegetation NC - said the cuts were old and new, and suggested they “pepper” the area with more trees JG - notes that his flaggers made an error and flagged in the buffer area and thus it was somewhat cut, also says now is not a good time to plant and they are just waiting for Con Com input CJ - suggested some low bush vegetation, something to keep sediment from flowing AV -wondered were the restoration plan was and wanted area reforested with site specific vegetation SH - suggested the larger downed material be pulled out, while leaving behind some brush. Wanted a determination of the square footage of the restoration area with a lay out of the trees. She suggested they do the math and figure out how many are needed. Noted they will be responsible for the vitality of the plantings and the Con Com should be updated as to how the trees are doing, asked for a review a year after planting NC - suggested planting be done at the beginning of October, probably will be Hemlock as that was what was predominately cut AV - suggested waiting to see the restoration plan before moving ahead CJ - suggested a site walk to area after restoration plan received SH - requested more flags be put up to clearly define the buffer JG - said reflagging had already been done

Village of Lake Forest drainage pipe replacement
MA- the village of Lake Forest needs to replace a drainage pipe at the intersection of Massabesic Drive and route 121. The pipe has corroded and they would like to do a straight replacement with a solid concert sump instead of the mason one presently there? Currently is an 18” pipe that runs into a 24” state pipe that goes across route 121. 80’ of pipe goes about 20’ into the wetland area which is fed by the catch basin. AG - when is catch basin cleaned? NC - basin is cleaned once a year JP - asked exactly what they were looking for from the Con Com PM - they need to replace the failing structure and since they are doing a permit by notification (suggested by R. Labranch of Santec), the permit needs to go by the Con Com SH - does this need to be a deep catch basin, and are there erosion controls in place? PM - basin is adequately deep, they have got their DOT permit to open and reattach, replacement is identical and solid, erosion is be attended to AV - made motion to sign application as presented AG - second Vote - all affirmative CJ - signed application Mark Ampuja and Peter Madison left at 7:40 New Business CJ - Massabesic Yacht Club received a cease and desist for the construction of a shed on the shoreline protection area. Shed needs removed and area restored
Discussion of site walk at 36 Boxwood , Alan made a motion to support the construction of a 16’ x 20’ deck; he voiced no concerns about the construction, as it would be 75’ from the wetland. Ann seconds the motion. Chuck filled out the conditional use permit, agreed there were no concerns with the deck as it was proposed. Consensus was this construction would not cause any further impact to the wetland.Vote taken, all supported the deck.
Discussion of site walk at 10 McQuestin , Alan felt the pool area should not exceed the 100’ buffer mark, as that is still within the yard area and not quite to the tree line. Ann agreed but wondered about the drainage and backwash. Alan made a motion to “support of the wetland buffer to no less than 100’ with the provision that the property owner provide a detailed plan for the dispersion of pool water that will maintain the wetland quality, and not adversely affect it, plus will lead to no further disturbance at or beyond the tree line”Ann seconded the motion Some discussion occurred; Jeff suggested a dry well for water drain off, conclusion was this would not be necessary as long as the owner found a suitable place to backwash. Stephanie wanted the Algozzine’s to come to the Con Com with a plan on how they were going to deal with the water so there was no negative impact on the wetland. Vote taken, affirmative.
